Inga Ruginienė Sworn In as the 19th Prime Minister of Lithuania
25 September 2025 · Presidential Palace · Vilnius
In a ceremony held at the Presidential Palace in Vilnius, Inga Ruginienė was sworn in as the 19th Prime Minister of the Republic of Lithuania — becoming the first former trade union leader to occupy the nation's highest executive office.
The ceremony marked the formation of a new governing coalition in the Seimas and the beginning of a programme centred on four pillars: social security modernisation, economic competitiveness, institutional renewal, and a confident European voice.
In her first statement after taking the oath, the Prime Minister emphasised the government's commitment to working households, to rebuilding public trust in institutions, and to delivering results "quietly, consistently, and in full view of those who will judge our work."
The full Cabinet is expected to present its programme before the Seimas in the weeks ahead.

Prime Minister Ruginienė joined her European counterparts at the informal meeting of EU Social Affairs Ministers in Brussels, where discussions centred on the next generation of the European Pillar of Social Rights.
Lithuania's intervention focused on platform-worker protections, minimum income frameworks, and the portability of social benefits across Member States — priorities that reflect the Prime Minister's long-standing advocacy as a former Minister of Social Security and Labour.
"Europe's competitiveness and Europe's social fairness are not opposing goals," the Prime Minister said. "They are the same goal, seen from two angles."
